Comprehensive Plan

Plan Overview

The County is required to have a plan for how it will address long-term goals for children and families. The State requires the County to prioritize how it will address these goals by selecting "high level outcomes" it will work toward and by stating strategies it will use to achieve these outcomes. This plan must include:


  • County plan for alcohol and substance abuse prevention
  • Juvenile Crime Prevention Plan
  • Healthy Start program
  • Early childhood plan
  • Prioritization and strategies as basis for funds allocated through LCCF

Ideally, the plan will reflect agreement by the major child-serving agencies, as well as the broad community of stakeholders, on:


Outcomes What we are collectively trying to achieve for children and youth
Strategies How we are going about it
Evaluation Whether we are making a difference

Ideally, the plan would provide guidance to the County, the State, and to child-serving programs on how to improve services, what our needs are, and what of our current services are working. It would provide key information to citizen’s groups and planners. It would inform us in setting priorities.

Staff responsibility in this process is to gather the data, provide analysis of it, and to facilitate cooperation and collaboration between the agencies responsible for carrying it out.

Membership responsibility is to provide citizen input and review into the process. Membership needs to utilize the process to gain knowledge and insight into the overall system of care so that it can make informed recommendations regarding the funding streams that are allocated through CCF.

Plan Structure

Local Commissions on Children & Families (LCCF) exist within and are a part of County Government.

A Commission consists of two components – membership and staff. Each component has different roles and responsibilities to fulfill.

A Commission is ultimately responsible and accountable to the Board of Commissioners (BOC). The BOC is accountable and responsible to the State through the Oregon Commission on Children & Families for the work of the local Commission.

In Lincoln County, the BOC determined in December 2002 that the LCCF would administratively be a "Program" within the County Health & Human Services Department. Previously, the LCCF had been structured as a separate county program reporting directly to the BOC.

Staff Responsibilities


  • Planning – Staff are responsible for producing a plan to address long term goals for children & families in Lincoln County by coordinating, facilitating and writing a document based upon broad input.

  • Community Building – Building relationships between agencies and stakeholders, building community awareness.

  • Monitoring & Evaluation – Monitor progress of funded activities and progress of plan. Develop and organize a system for collecting data, analyzing the data, and reporting on it.

  • Advising the County Board of Commissioners regarding policies and key issues affecting children and youth.

  • Managing Resources – Develop collaborative processes for funding, contract management, and manage county budget.

  • Support "membership" – Coordinate meetings and operations, provide training and technical assistance to members and community, respond to requests for information.

Membership Responsibilities


  • Planning – Provide leadership through participation; promote citizen participation and public awareness of plan. Primary responsibility is to review the plan and make recommendation to BOC on its approval.

  • Community Building – Build Awareness for key issues, assist in building relationships and collaborations. Develop policies regarding LCCF funding processes (for approval by BOC). Recommend allocation of resources (for approval by BOC).

  • Monitoring & Evaluation – Monitor progress of plan and funded activities. Utilize data to identify progress and inform decision- making.

  • Advising BOC – Provide recommendations regarding plan, funding allocations and key issues.
