The Commission manages state and federal funds that are allocated to local programs and projects
based on priorities and strategies established during the community planning process and identified in the
Comprehensive Plan (*pdf file). Programs that receive funds are monitored for program
effectiveness by measurable outcomes.

Lincoln County CASA |
| CASA
volunteers are appointed by judges to watch over and advocate for abused and
neglected children, to make sure they don’t get lost in the overburdened legal
and social service system or languish in inappropriate group or foster
homes. Volunteers stay with each case until it is closed and the child is placed
in a safe, permanent home. For many abused children, their CASA volunteer will
be the one constant adult presence in their lives. Independent research has
demonstrated that children with a CASA volunteer are substantially less likely
to spend time in long-term foster care and less likely to reenter care. |

PAADA |

LCCF has secured
a federal Drug Free Communities grant and acts as fiscal agent to Partnership
Against Alcohol & Drug Abuse (PAADA).
PAADA is a
grassroots community coalition working to empower youth and adults to make
healthy decisions and to reduce the use of alcohol, tobacco and other drugs.

local community services such as food, shelter, counseling, employment
assistance, elder care, legal help and more. During a disaster, 211 provides
critical information about evacuation routes, food and shelter, as well as
support during long-term recovery. 211 is confidential and available Monday
through Friday from 8 a.m. to 6 p.m. 211 call specialists live and work right
here in Oregon, so they understand the needs of Oregonians. And shared software
systems make it easy to share database information across regions while
reserving local control over resources and partnerships. |

Homeless Education Literacy Project (HELP) |

Through a partnership with the Lincoln Commission on Children &
Families, the Lincoln County School District has expanded its homeless program
to serve the high number of homeless students in our area. HELP (Homeless
Education and Literacy Project) is a program designed to assist homeless youth
to overcome barriers so they can succeed in school.
There are now
four Homeless Advocates stationed at the HELP centers to serve the four regions
of our county. The centers are modeled off of Seashore Family Literacy Center in
Waldport founded by Senitila McKinley. The centers focus on providing basic
needs items, resource referrals, and enrichment programs that promote literacy
and education.
Events and
classes offered at the centers are free and open to all children, youth and
families regardless of their current living situation. Each center is at a
different stage of development, but soon will offer early childhood programs,
tutoring and food programs.

Lincoln
County Prevention Program |
| We
work to develop and support community partnerships and community mobilization
efforts to address prevention of problem behaviors and increase protection at
the local level. Lincoln County Prevention Program engages the community,
examines data and policy opportunities to shape county prevention and health
promotion practices and priorities. Our program also provides staff support to
community based coalitions, schools, key leaders, businesses, social service and
health care providers, and others concerned about the health of their community.
Our program provides staff support to educate, engage, and assist Lincoln County
to address priority substance abuse, problem gambling, and suicide prevention
issues through strategic community health promotion initiatives and
evidence-based prevention strategies

creative outlet to share and express views, feelings, and interests surrounding
alcohol and drug abuse.
