The Commission manages state and federal funds that are allocated to local programs and projects
based on priorities and strategies established during the community planning process and identified in the
Comprehensive Plan (*pdf file). Programs that receive funds are monitored for program
effectiveness by measurable outcomes.

Reconnecting Youth |
| Reconnecting Youth (RY) is a school-based prevention program for youth in grades nine through twelve (ages 14-18)
who are at risk of dropping out of school. These youth may also exhibit multiple behavior problems, such as substance abuse,
aggression, depression, or suicide risk. Reconnecting Youth uses a partnership model involving peers, school personnel,
and parents to deliver interventions that address the three central program goals. The RY teacher will implement the curriculum
and help students work toward the three goals of decreasing drug and alcohol involvement, increase school performance,
and decrease emotional distress. The RY teacher assists students who participate in a semester-long high school class that
involves skills training in the context of positive peer culture. RY students learn, practice, and apply self-esteem enhancement
strategies, design making skills, personal control and interpersonal communication techniques, lead by the RY instructor.

Childcare Social / Emotional Health Consultant |
| The Consultant works in partnership with the Childcare Consultation Project; providing Consultation services to childcare providers and parents on specific behavior management issues. as well as provides consultation services to promote healthy social/emotional development of young children. This consultant provides on-site assessment of children using a criterion based assessment tool and makes additional referrals as necessary. |

During high risk out of school time hours through the following out of school time programs:
The Ridge: The Ridge Exploration Team offers youth the opportunity to discover and experience new hobbies and possible career paths.
CSC: Youth Leadership Program is a youth development model. Team members are recruited countywide with the focus on having representation from all Lincoln County communities.
Depoe Bay Kids Zone: Learning Center provides Depoe Bay Youth with educational enrichment, citizenship training, and positive recreational activities. Programs include mentoring, tutoring, computer skills training, earth sciences and utilizing seismograph located in the center.
Seashore Literacy Center: After school program that works closely with teachers to determine which students are in need of extra support, tutoring and a safe, organized environment to learn in.
Yachats Youth & Families Program: Helping Hands / Senior Youth Council gives youth the tools and skills they need to become healthy functioning members of the community. Through training and hands on projects participants develop skills in communication, decision-making, public speaking, leadership, and teamwork.
